South Texas Food Bank Director

A proud Laredo native, Ms. Alma Boubel graduated from Nixon High School and holds a BBA in Accounting from the University of Texas at Austin and an MBA in Business Administration from Texas A&M International University. Before joining the South Texas Food Bank, she spent 18 years as Manager of Accounting and Controller at Mercy Regional Medical Center. Ms. Boubel has served as Chief Executive Officer of the South Texas Food Bank since July 2015—marking her 10th year of leadership in 2025—and is the first woman to hold this title in the organization’s history. Under her direction, the food bank has entered a new era of growth and impact across South Texas. In 2019, she led the organization’s relocation from a small warehouse on Freight Street, where it had operated for over 20 years, to its current state-of-the-art facility on Jefferson Street, significantly increasing its capacity to serve the community. During her tenure, the food bank has doubled the amount of food it distributes, reaching more families, seniors, and children than ever before. Her leadership has strengthened key programs such as Adopt-A-Family and the Commodity Supplemental Food Program, dramatically reducing wait times and ensuring timely assistance. In 2016, Ms. Boubel initiated the Backpack Program to help children facing food insecurity access nutritious meals outside of school. Additionally, under her guidance, the Mobile Food Pantry expanded beyond Webb County and now serves all eight counties within the South Texas Food Bank’s service area. Ms. Boubel considers it a blessing to serve the South Texas area, dedicating her work to helping families, seniors, and children facing hunger find hope and nourishment.
