Judge Victor Villarreal graduated from Texas A&M International University and the University of Texas School of Law. Since 2017, he has presided over Webb County Court-at-Law II, which was designated in 2019, under his administration, as a JUDICIAL CENTER OF EXCELLENCE by the Texas Judicial Council—the first county court in Texas to achieve the designation. In addition to hearing family, civil, criminal, probate, guardianship, mental health, and juvenile cases, he oversees 2 specialty courts to help adults and youth combat addiction to drugs and alcohol. Judge Villarreal has the distinction of overseeing the only court in Texas to achieve a 100% guardianship compliance audit by the Office of Court Administration. He is currently the chair of the Judicial Branch Certification Commission—the first Laredoan to chair a judicial commission; the immediate past chair of the Judicial Section of the State Bar of Texas—the largest judicial organization for courts of record in Texas; a commissioner on the Texas Judicial Commission on Mental Health; a board member of the Juvenile Section of the State Bar of Texas; co-founder, past president, and emeritus member of Texas Latinx Judges; and former curriculum committee member of the Texas Center for the Judiciary. His favorite activities are reading, running, traveling with his family, and hosting students at mock trials to learn about the importance of jury service.

Andrew P. As Chief Executive Officer of the Boys & Girls Clubs of Laredo, Russell leads one of South Texas' most respected and impactful youth-serving organizations.

Approaching its 80th year of service, the organization positively influences thousands of young people and families annually through academic enrichment, leadership development, workforce readiness, athletics, mentoring, and life-changing opportunities. Under his leadership, the Boys & Girls Clubs of Laredo continues to strengthen strategic partnerships, expand innovative programming, and build sustainable pathways that empower young people to achieve their full potential. Throughout his career, Russell has built a reputation for visionary leadership, organizational transformation, strategic growth, and community engagement. He has successfully led public and private organizations through periods of expansion, technological innovation, operational excellence, and cultural transformation while consistently delivering measurable results for stakeholders, shareholders, customers, and communities.
