He has a special interest in preventive medicine for the pediatric, adolescent, and adult populations, including the management of obesity in adults and children. This includes the management of chronic conditions such as diabetes, hypertension, and cholesterol, as well as Pap smear procedures for women and more. Dr. King looks forward to providing exceptional care in our community with patience and compassion. He is accepting new patients, ages 6 and up, and is fluent in English and Spanish. Roberto Diaz just joined our club and is transferring from the Pharr, TX Rotary. He will do a classification talk. Roberto Diaz serves as the Laredo Regional Lending Executive at Rio Bank, bringing nearly 25 years of specialized experience in corporate lending. Throughout his career, Roberto has earned a reputation for delivering strategic financial solutions, cultivating long-term client relationships, and leading with integrity and vision. He holds a bachelor’s degree from Tec de Monterrey, an MBA in International Banking from Texas A&M International University (TAMIU), and is a graduate of the prestigious Southwestern Graduate School of Banking at Southern Methodist University (SMU). A resident of Laredo for almost 25 years, Roberto is deeply engaged in the local community. He served as Treasurer of the South Texas Food Bank for over a decade and has been an active member of Rotary International since 2007. As a charter of the Next Generation Rotary Club, he continues a proud family tradition- his mother is a committed Rotarian, and his late grandfather was a proud member of the Rotary Club of Matamoros. Roberto has been happily married for over 15 years to his beautiful and hard-working wife, Consuelo, and together they are the proud parents of two beautiful children, Ana Victoria and Beto. Jim had been president of three banks in Laredo, TX, during his 40 years as a banker with two previous careers, a private agricultural enterprise as the chief financial officer. They also raised cattle, farmed cotton and sorghum, and operated a wholesale nursery specializing in palm trees.He was an educator right out of college and had the pleasure of teaching every grade level from pre-K to seniors in 4-year universities. He was a college Registrar and Director of Admissions at Brownsville, Texas Southmost College.

Currently, Joaquin serves as the SVP of Operations for the Kitting group at Medline. In this role, he is responsible for Plant Operations, Engineering, business systems, and Supply Chain. Joaquin first joined Medline in 2015 as plant manager in our Waukegan facility. During his tenure, he has expanded our Laredo Region operations, both sides of the border as well-developed with the same production capability in Mexicali, Baja California / Moreno Valley in California, and helped go through three major acquisitions. Through consistent hard work and dedication, Joaquin has advanced his career by serving as Manager, Director, and VP roles. These diverse experiences in multiple regions have given him a holistic perspective on his work. As passionate as he is about community service, Joaquin served on several boards, VP of Index Nuevo Laredo, VP of Canacintra Nuevo Laredo, and serves as special advisor to the Laredo Economic Development Corporation, as well as serving on the board of the community college and local Universities. Raul Reyes was sworn in as Webb County Treasurer on January 1, 2019, after being elected on March 6, 2018. Prior to being elected County Treasurer, Mr. Reyes served 14 years as Mayor of the City of El Cenizo, Texas. He was elected at the age of 21 years old making him the youngest elected Mayor in Texas and the youngest Latino Mayor in the United States of America. Mr. Reyes graduated from Texas A&M International University and has a Bachelor's in Business Administration and a Masters in Public Administration respectively. Mr. Reyes is a dedicated and technically skilled business and public management professional with a versatile administrative skill set developed through his 22-year career experience. Some of his most noticeable community and infrastructure improvement projects during his time as Mayor included: Working with the county government to pave all city streets, ensuring water and sewer connections to every household, and installing much-needed public lighting on county roads. The construction of the first fire station, the creation of a police department, the municipal court, and the construction of the city’s first municipal park and public library. Over 1,500 linear feet of sidewalk construction, housing rehabilitation programs, that demolished and constructed 6 new energy-efficient homes for the elderly and secured more than 6 million dollars of local, state, and federal funding. As the County Treasurer, Mr. Reyes serves as the County’s Investment Officer, fully trained and equipped to invest county financial resources in accordance with the Texas Public Funds Investment Act (PFIA), and is a member of TAC’s County Investment Academy. Mr. Reyes also serves as the Trustee for the Permanent School Land Funds, the Webb County Bail Bond Board, and is the Escrow Representative of the Webb County Medicaid Upper Payment Account. During his first year, Mr. Reyes has streamlined the operations of the Treasurer’s Office and has made it more accessible to other county departments and vendors. In the summer of 2019, Mr. Reyes launched his financial management workshop for students across the county and will be provided to high school seniors in all 7 high schools in the fall of 2020. The workshops are catered towards teaching students the different types of currency, its value, and how to start saving money. Mr. Reyes is an active member of the Laredo/Webb County community and serves on numerous boards and committees. He serves as a proud member of the Laredo Day Break Rotary Club, a board member of the Sisters of Mercy’s Mercy Ministries of Laredo, a board member of the Triumph Public High School Local Management Board, president of the League of United Latin American Citizens Council #22387 and a member of the National Association of Latino Elected Officials. His most memorable experience was having been invited by the United States Department of State to represent the country in the African Continent and serve as a motivational and inspirational speaker to the young adults in Lusaka, Zambia. |

John Kilburn was born and raised in New Orleans. Louisiana. After getting his Ph.D. in Sociology, he took on a series of academic jobs and landed in Laredo in January of 2005, where he served at TAMIU in a series of positions, including Chief Research Officer. He and his wife, Judith (also a Rotarian), have had lifelong commitments to community service through various organizations, and he has served on numerous nonprofit organization boards. He currently serves as President of the Webb County Heritage Foundation. In August of 2014, John joined Rotary when he discovered that this organization allowed him to maximize his impact of service and have a lot of fun along the way. He is a Paul Harris Fellow +4 and a member of the Paul Harris Society. And this year, he agreed to serve as Assistant District Governor for Area 12. |

A registered architect and certified planner with more than 24 years of experience, Mario helps guide the firm’s management and project integration systems, connecting its diverse disciplines into cohesive and practical project delivery methods. His work centers on creating places that reflect traditional neighborhood patterns—walkable, connected, and rooted in local character. As an accredited member of the Congress for the New Urbanism, he focuses on how planning and design can help cities support these enduring patterns through their policies and built environments. Together with his partners, Mario helped lead Able City’s expansion into San Antonio and other regions. The firm now works throughout Texas, New Mexico, Colorado, Florida, and the Northeast, with offices in San Antonio, Miami, McAllen, El Paso, and its founding city of Laredo. His projects include civic architecture, campus planning, and adaptive reuse, including the restoration of St. Augustine Cathedral and the Laredo College Science Complex, both recognized with design awards. In 2023, Mario received the AIA San Antonio Trailblazer Award, and Able City was named AIA LRGV Firm of the Year. South Texas Food Bank Director

A proud Laredo native, Ms. Alma Boubel graduated from Nixon High School and holds a BBA in Accounting from the University of Texas at Austin and an MBA in Business Administration from Texas A&M International University. Before joining the South Texas Food Bank, she spent 18 years as Manager of Accounting and Controller at Mercy Regional Medical Center. Ms. Boubel has served as Chief Executive Officer of the South Texas Food Bank since July 2015—marking her 10th year of leadership in 2025—and is the first woman to hold this title in the organization’s history. Under her direction, the food bank has entered a new era of growth and impact across South Texas. In 2019, she led the organization’s relocation from a small warehouse on Freight Street, where it had operated for over 20 years, to its current state-of-the-art facility on Jefferson Street, significantly increasing its capacity to serve the community. During her tenure, the food bank has doubled the amount of food it distributes, reaching more families, seniors, and children than ever before. Her leadership has strengthened key programs such as Adopt-A-Family and the Commodity Supplemental Food Program, dramatically reducing wait times and ensuring timely assistance. In 2016, Ms. Boubel initiated the Backpack Program to help children facing food insecurity access nutritious meals outside of school. Additionally, under her guidance, the Mobile Food Pantry expanded beyond Webb County and now serves all eight counties within the South Texas Food Bank’s service area. Ms. Boubel considers it a blessing to serve the South Texas area, dedicating her work to helping families, seniors, and children facing hunger find hope and nourishment. |

Tina Holliday Cerda is the outgoing president of the Laredo Area Community Foundation. She has served on the board since 2017 and as president since 2021. In addition to serving with the LACF, Tina has served as president of the Society of Martha Washington, International Good Neighbor Council, and Communities in Schools.
Tina has been a partner with Laurel Insurance Agency and Associates for nearly 30 years.
