Martin Castro began his professional career in environmental work with the Texas Commission on Environmental Quality (TCEQ) in 2013 as a Watermaster Specialist with the Rio Grande Watermaster Program (RGWM) in Laredo, Texas. In his role at TCEQ, Martin monitored and conducted site inspections and investigations of authorized surface water diversion sites along the Rio Grande and its tributaries to ensure strict compliance with Texas state laws, agency requirements, and watermaster rules and regulations.
 

As the Watershed Science Director for the Rio Grande International Study Center, Martin has worked to develop RGISC’s emerging Water Security Program by assembling information and scientific research that identifies and prioritizes necessary actions to restore the surrounding watershed, prepare Laredo for the effects of climate change, and develop a plan for protecting Laredo’s environmental resources while informing local and regional policymakers. 

A Laredo native, Martin holds a Bachelor of Science in Biology from Texas A&M International University in Laredo, Texas. 

Pilar Peña

Pilar is a student at United High School this May and will be attending Laredo College with a scholarship and transferring to UTSA to study Cybersecurity. Pilar started getting involved in helping girls in STEM during her freshman year of high school. Her passion to start getting involved and bringing this program to Laredo was the lack of opportunities for girls to be geared in knowing STEM careers. The goal of this program is to advocate and encourage girls in opening their minds to STEM careers. She thinks that if she can demonstrate that she can do it, any girl can do it.

GirlCon is a student-led tech conference aiming to bridge this gender gap by bringing diversity and representation to the industry. This event will be the first-ever chapter conference in Laredo, Texas.

These four concepts help us treat everyone with dignity and respect, allow everyone’s voice to be heard, and provide equitable opportunities for fellowship, service, and leadership. This philosophy serves as a step forward for peace in the world. Consequently, we encourage all clubs in our district to consider incorporating these principles into their operational structure as they deem appropriate.
