Cory Fernandes, D.O. is a Board-Certified specialist in Family Medicine. Family Medicine is a medical specialty that encompasses a broad spectrum of diseases and medical conditions. Fernandes is a member of the Medical Staff at Laredo Medical Center and joined the Primary Care Associates of Laredo team in July 2022. He received his Medical Degree from Touro University Nevada College of Osteopathic Medicine. Fernandes completed his residency as part of the first class of the Laredo Medical Center Family Medicine Residency Program in 2021. Fernandes, D.O. has a special interest in sports and muscular skeletal injuries, as well as preventive medicine for the pediatric, adolescent, and adult populations. His passion is in treating active and athletic individuals and helping to prevent sports- and exercise-induced injuries. He also enjoys helping patients improve their health and wellness, both physical and mental. Dr. Fernandes’s office is located at Primary Care Associates of Laredo at 1119 Fenwick Drive, Suite 204. He is currently accepting new patients.

The 4-Way Test is a nonpartisan and nonsectarian ethical guide for Rotarians to use for their personal and professional relationships. The test has been translated into more than 100 languages. The purpose of the 4-Way Test Speech Contest is to foster the principles of ethics in everyday life as well as in business. Rio Grande International Study Center

Martin Castro began his professional career in environmental work with the Texas Commission on Environmental Quality (TCEQ) in 2013 as a Watermaster Specialist with the Rio Grande Watermaster Program (RGWM) in Laredo, Texas. In his role at TCEQ, Martin monitored and conducted site inspections and investigations of authorized surface water diversion sites along the Rio Grande and its tributaries to ensure strict compliance with Texas state laws, agency requirements, and watermaster rules and regulations. As the Watershed Science Director for the Rio Grande International Study Center, Martin has worked to develop RGISC’s emerging Water Security Program by assembling information and scientific research that identifies and prioritizes necessary actions to restore the surrounding watershed, prepare Laredo for the effects of climate change, and develop a plan for protecting Laredo’s environmental resources while informing local and regional policymakers.
A Laredo native, Martin holds a Bachelor of Science in Biology from Texas A&M International University in Laredo, Texas.

Girlcon Chapter Texas

Pilar Peña
Pilar is a student at United High School this May and will be attending Laredo College with a scholarship and transferring to UTSA to study Cybersecurity. Pilar started getting involved in helping girls in STEM during her freshman year of high school. Her passion to start getting involved and bringing this program to Laredo was the lack of opportunities for girls to be geared in knowing STEM careers. The goal of this program is to advocate and encourage girls in opening their minds to STEM careers. She thinks that if she can demonstrate that she can do it, any girl can do it. GirlCon is a student-led tech conference aiming to bridge this gender gap by bringing diversity and representation to the industry. This event will be the first-ever chapter conference in Laredo, Texas. |

Jorge A. Martinez was born and raised in Laredo where he graduated from John B. Alexander High School in 1998. After graduating from high school, he enrolled at Texas A&M University in College Station to study engineering. He graduated in May 2003 with a Bachelor of Science in Civil Engineering and came back to his hometown to continue his professional career. Jorge is a Licensed Professional Engineer and Registered Professional Land Surveyor in the State of Texas. Throughout his career, Jorge has completed several notable local projects as the engineer of record. Additionally, he is currently working on several new local infrastructure projects including the new City of Laredo Sports Complex and the new Webb County Fairgrounds project. In April 2021, he partnered with 2 other local engineers and together they opened Top Site Civil Group, LLC. He is married to Rebeca Martinez and has four children: Rogelio, David, Alyssa, and Jorge Jr. He is active in his children's school and extracurricular activities. Jorge is also a proud member of the best Rotary club in Laredo, The Laredo Daybreak Rotary Club.

Was inducted and became a proud member of the Laredo Rotary Club Oct. 22, 2014 Served as the President of the Laredo Rotary Club for the 2018-19 Rotary Year. As the President he was awarded the Superstar Award for District 5930 by Governor Andy Hagan. Under his leadership the Laredo Rotary club earned Presidential and Governors citation awards and the club maintained its premier status in the district. Rogelio has a Paul Harris +2 fellowship Graduate of the first District 5930 Rotary Leadership Institute (RLI) Certified as a Rotary Leadership Institute instructor Selected to Serve as the Area 12 Assistant Governor for Rotary Years 2021 – 2024. And in real Life: Rogelio is the Executive Director for Workforce Solutions for South Texas where he has worked for 38 years. Mr. Trevino has been instrumental in the implementation of the local workforce development system in the South Texas Workforce Development Area. Under his administration the South Texas Workforce Development System has developed into a comprehensive business driven system partnering with local, state, regional, and federal organizations to ensure that the labor force in South Texas remains competitive and job ready. He is the proud Father of two children, Rogelio Jr. who is a Laredo Fire Academy Cadet, and Marisela Trevino who is a Registered Nurse works in the Neonatal Intensive Care Unit (NICU) at Laredo Medical Center. He is now the very PROUD grandfather of three grandchildrent wo boys Rogelio Trevino III (RG3) who is four years old, Gabriel Valadez Jr. who is 2 years old, and Kylie Rae Trevino who is two months old. |

City of Laredo Fire Department

Chief Guillermo Heard has served the City of Laredo for 24 years. In 1999, his friends convinced him to take the Laredo Fire Entrance Exam. He had never thought about joining the fire department nor knew what being a firefighter did. Shortly after, he started the fire academy where he developed his passion for public service. He has been promoted through the ranks having held positions of Assistant Driver, Driver, Captain, and Fire Deputy Chief, and was recently appointed to Fire Chief in August 2020. He is responsible for directing all activities of the fire department and is the sole authority and command at the fire scene. He is also the City of Laredo Emergency Management Coordinator. He is the incident commander of all major incidents and coordinates with all other departments. When he became a firefighter and paramedic in 1999, he realized he was intrigued by the medical field. In 2006, he became an RN and worked in one of the local ICUs as a staff RN. In 2011, he became a Family Nurse Practitioner and has worked at multiple places as a nurse practitioner from a local interventional cardiologist, urgent care clinics, primary care physicians, and currently with a local hospice agency. He believes that being a nurse practitioner has allowed him to greatly contribute to Laredo Fire Department and its EMS program.
Fire Chief Guillermo Heard has been an accomplished member of the Laredo Fire Department for the past 20 years. Born and raised in Laredo, TX, to father Ramon Heard, a migrant worker, and mother Gabriela Heard, a teacher aide. One of Guillermo’s earliest memories was when his father would take him and his older brother Ramon to help him on weekends and summers, which inspired him from a young age to value hard work and respect. Guillermo graduated from Dr. Leo Cigarroa High School in 1995, where he actively participated in UIL scholastic competitions. In addition, due to his exceptional performance, he got inducted into the school’s honor society.

Monica Bautista is the Director of Development at Bethany House with 4 years of experience working at the non-profit agency. Her present role in the organization’s mission to “feed the hungry and shelter the homeless” is related to the coordination of volunteering, events, donor relations, communication, fundraising, and project development. Prior to officially joining Bethany House, Monica participated in the first branding efforts of the organization under the vision and direction of the late Barbara A. Kazen, visionary of today’s Center for Hope and the meal and shelter programs.
Monica’s marketing experience of 18 years in the private sector includes her work as a senior account manager with PMDG Agency and marketing management at HKG Duty-Free, in addition to 5 years as a marketing freelancer.
She graduated summa cum laude with a B.A. in Marketing from TAMIU and holds a Marketing Services certification from Tecnológico de Monterrey.

Laredo Food Policy Council Coordinator

Sabrina Lopez is a dedicated Project Coordinator at City Makery, specializing in local food issues and community engagement. With a Bachelor of Science degree in Nutritional Sciences from the University of Texas at Austin, Sabrina combines her passion for food issues and background in nutrition to drive positive change in Laredo, Texas. After gaining valuable experience working in various kitchens in her hometown, Sabrina recognized the need to address food-related challenges in the community. This led her to join City Makery, a local non-profit that empowers community advocates to enact the positive change they wish to see in their community. As a Project Coordinator, she plays a pivotal role in facilitating the Laredo Food Policy Council (LFPC), an open council comprising both public and private sector stakeholders.
The LFPC brings stakeholders together from across various industries to collaborate on achieving common goals, breaking down the silos organizations may often work in. The mission of the Laredo Food Policy Council is to promote policies that equitably enhance the economic, environmental, and social health of Laredo. Currently, the LFPC is collaborating on the creation of a five-year plan aimed at fostering a healthier local food system. The LFPC operates within The Laredo Center for Urban Agriculture and Sustainability (LCUAS), a local non-government corporation and recently approved 501(c)(3) organization, charged with policy development and implementation aimed at promoting a healthier food system.

My name is Adriana Medrano, and I am a first-generation, Mexican-American student at Texas A&M International University. I am passionately pursuing a career as an Obstetrician/Gynecologist, driven by my commitment to bring quality medical care to underserved areas. When I learned about the opportunity to contribute to addressing the pressing need for medical resources and care, I eagerly embraced it as a crucial step in my journey toward becoming a healthcare professional. My commitment extends beyond personal achievement. To enhance health equity and elevate health outcomes in my community, I intend to leverage my combined BA and MD degrees to create and facilitate novel academic and professional development opportunities for local healthcare experts and humanitarian aid workers in Laredo. By doing so, I aim to bolster our community's access to advanced healthcare resources and practices. Furthermore, my training and experiences will empower me to introduce fresh perspectives and innovative approaches to healthcare delivery in Laredo. My goal is to drive the transformation of our healthcare system into one that is culturally sensitive and responsive, providing every resident with the high-quality care they deserve. Ana Ramos is a first-generation Mexican-American senior at Texas A&M International University pursuing a bachelor's degree in biology and building a foundation for medical school. In my second year at TAMIU, I got accepted into the Undergraduate Accelerated Master's Program (4+1) of Biomedical Informatics to earn a graduate certificate from the UTHealth School of Biomedical Informatics in Houston, Texas. I plan to use my bachelor's degree from my university to go to medical school and pursue a career as a pediatrician. My ultimate goal as a health professional is to serve my community and eventually open up affiliations with other medical schools so that Laredo can have more residency programs and build more doctors. Recently, I was granted a remarkable opportunity that has fulfilled one of my dreams. Selected as a recipient of the Rotary District 5930 Costa Rica International Medical Brigade Experience, supported by the esteemed Laredo Rotary Club, I embarked on a journey that surpassed my expectations. This experience allowed me to immerse myself in the vibrant culture of Costa Rica, as I dedicated my time and efforts as a volunteer. What struck me profoundly was the genuine embrace of the communities we assisted; I felt welcomed as one of their own. This led to the formation of meaningful relationships, enabling me to integrate into their lives and experiences rather than functioning as an outsider. This approach resonates deeply with the principles of sustainable development, amplifying the significance of the work we undertook. The Rotary Club's generosity in affording me the chance to step beyond my familiar boundaries and make a tangible impact in Alajuela, Costa Rica, is an opportunity for which I am profoundly grateful |
